In my experience the clip is pretty rubbish anyway, they don't locate the tang with the same positive click even when they're working. It all depends how badly rusted that sill is! If it needs both inner and outer sills replacing, that is a major job involving removing the doors and bracing the door gaps. A decent garage will be able to do both a cylinder compression test and a cooling system pressure test; that's more professional than just making a guess! The through bolt passages also act as a oil return so there could be a leak between one of those and water jacket, but it would be nice to elimin...
