After cleaning, it could be painted with silver engine paint or smooth hammerite to protect it

It's probably aluminium oxide. A mildly acidic cleaner should do it (or a wire brush)

Quite honestly, all Rover fobs are more trouble than they are worth. If it's ok with the key, be happy with that

You should be able to crank up the boost and fuelling to increase power - there must be Peugeot/Citroen forums that can help with how to do It (it's generally feasible).

On our 1992 216 cabrio (no fobs) the alarm triggers if we re-connect the battery. I found out by trial and error that if I open the doors (not just unlocked but open wide) and then connect the battery we're fine. Don't know why exactly although it's obviously something to do with the interior light ...
